i would love to see the hope scholarship be given in the form of a loan and provided the student graduates in a timely manner ( 4 years, or maybe 4 and a semester) then it is forgiven. if the student doesnt perform, then it must be repaid in full ... However, raising the minimum standards for receiving HOPE funds is definitely on the right track. (maybe raising the minimum to 23 on the ACT instead of the current 21?)
